Our Mission
The Ministry of Culture and Fine Arts is the national authority responsible for safeguarding, promoting, and developing the Kingdom of Cambodia’s rich cultural heritage, creative industries, and artistic expressions. The Ministry leads policy formulation, heritage protection, cultural education, and international cooperation to enrich national identity and support sustainable cultural development.

Preservation and Promotion
Safeguarding Cambodia’s tangible and intangible cultural heritage, including ancient temples, traditional arts, music, and dance.

Education and Awareness
Raising public awareness about the importance of cultural heritage and integrating cultural education into national curricula.

Key Functions and Initiatives
These functions aim to protect and restore cultural heritage, promote Cambodian culture through events and exhibitions, establish policies to safeguard cultural assets, and strengthen institutions and practitioners through continuous capacity building.
Heritage Conservation
Overseeing the restoration and maintenance of historical sites and monuments, such as the Angkor Wat temple complex.
Cultural Events
Organizing festivals, exhibitions, and performances to showcase Cambodian culture both domestically and internationally.
Policy Development
Formulating policies and regulations to protect cultural properties and support artists and cultural practitioners.
Capacity Building
Providing training and resources to individuals and institutions involved in cultural preservation and promotion.
About The Minister :
H.E Dr. Phoeurng Sackona
H.E. Phoeurng Sackona ភឿង សកុណា (8 Oct. 1959), Cambodia’s Minister of Culture and Fine Arts since 2013, has launched a vast program for the preservation of cultural heritage.
At an early age, Dr. Sackona lost her parents and three siblings during the Khmer Rouge régime. Resuming her studies in the 1980’s, she graduated with a MD in chemical engineering after being granted a scholarship in Russia, and later obtained a PhD in microbiology at University of Bourgogne, France. Fluent in several languages, she translated books from Russian and, in 2020, George Groslier’s 1913 seminal essay on Cambodian dance from French.

Preservation and Restoration of Cultural Heritage
Between 2021 and 2024, Cambodia successfully recovered 220 looted artifacts, including statues and jewelry, from private collectors and museums abroad.

International Collaboration and Recognition
H.E Dr. Phoeurng Sackona has actively participated in UNESCO events, highlighting Cambodia’s commitment to cultural preservation.

Protection of Cultural Sites and Reduction of Cultural Crimes
In collaboration with the Ministry of Environment, 27 new cultural heritage sites were identified within protected areas, emphasizing the importance of preserving Cambodia’s rich history.

Promotion of Arts and Cultural Events
The ministry has organized and co-organized significant cultural events, including National Culture Day and the Angkor Sangkran festival, fostering national pride and cultural awareness.

Manages traditional and contemporary performing arts such as dance, theater, and music.

Department of Cinema and Cultural Diffusion
Handles film-related activities and the dissemination of cultural information.

Department of Research and Training
Focuses on cultural research initiatives and the training of personnel in cultural fields.

National Authorities
National Heritage Management Authorities are specialized public institutions responsible for the protection, conservation, research, and sustainable management of Cambodia’s most significant archaeological and cultural heritage sites, in close coordination with national policies and international standards.

APSARA National Authority
Responsible for the protection, research, conservation, and sustainable management of the Angkor archaeological parks, ensuring the preservation of Cambodia’s most significant heritage sites.

Preah Vihear National Authority
Oversees the conservation, management, and promotion of the Preah Vihear Temple and its surrounding heritage landscape, in coordination with national and international stakeholders.

Sambor Prei Kuk National Authority
Manages the safeguarding, conservation, and sustainable development of the Sambor Prei Kuk archaeological site, a UNESCO World Heritage property, while supporting research and community engagement.
