Preah Vihear National Authority

The Preah Vihear National Authority was established by Royal Decree No. NS/RKT/0606/248 dated June 1, 2006, establishing the National Authority to Protect and Develop the Natural Cultural Sites of Preah Vihear Temple, abbreviated as “NACPV”, which is a public institution with personality, legal, administrative and financial autonomy, under the guardianship of the Council of Ministers.

Through Royal Decree No. NS/RKT/0416 dated April 22, 2016, the Koh Ker Temple was transferred to the management of the Preah Vihear National Authority. During 2017, the Preah Vihear National Authority was transferred to the management of the Ministry of Culture and Fine Arts by Royal Decree No. NS/RKT/0317/313 dated March 30, 2017.

Through Royal Decree No. NS/RKT/0220/204 dated February 20, 2020, the Preah Vihear National Authority is a public administrative institution named the National Authority to Protect and Develop the Natural Cultural Sites of Preah Vihear Temple, abbreviated in Khmer as “NACPV.” Abbreviated as “National Authority for Preah Vihear” and in English “National Authority for Preah Vihear”​, abbreviated as “NAPV”, is under the technical supervision of the Ministry of Culture and Fine Arts and under the financial supervision of the Ministry of Economy and Finance.

  • 2006-2009 : Led by HE Ty Yav as President of the Preah Vihear National Authority and Chairman of the Board of Directors and HE Hang Sot as Director General.
  • 2009-2015 : Led by HE Chuch Phoeun as President of the Preah Vihear National Authority and Chairman of the Board of Directors and HE Ouk Toppota as Director General.
  • 2015-2020 : Led by HE Kim Setara as President of the Preah Vihear National Authority and Chairman of the Board of Directors and HE Kong Puthikar as Director General.
  • 2020-Present : Led by HE Kong Puthikar as Director General and HE Pheueng Sakona, Minister of the Ministry of Culture and Fine Arts, as Chairman of the Board of Directors.

Mission

By virtue of Sub-Decree No. 11 Angkor.Bk dated January 29, 2008, on the organization and operation of the National Authority for the Protection and Development of the Natural Resorts of Preah Vihear Temple, the structure is as follows:

  • Administration, Finance, Public Relations, Planning and Legislation Department
  • Resorts and Archaeology Department
  • Tourism Development of Preah Vihear Temple Area Department
  • Urban Planning, Development of Preah Vihear Temple Area and Demography Department
  • Environment, Forestry and Water Department
  • Public Order and Cooperation. Department

By virtue of Sub-Decree No. 270 of the Royal Decree No. 270 dated December 29, 2021, on the organization and operation of the Preah Vihear National Authority, which functions as a sub-secretary to the Ministry of Culture and Fine Arts on the mission of leading, managing, managing, conserving and developing the Preah Vihear Temple and Koh Ker Temple sites, as well as other sites that have been handed over. The executive units of the Preah Vihear National Authority have the following structure:

  • Administration and Finance Department
  • Conservation and Archaeology Department
  • Tourism Development Department
  • Land Management, Urban Planning and Community Development Department
  • Environment, Forestry and Water Department
  • Public Order and Cooperation Department
  • Research, Training and Archives Department.

The Preah Vihear Temple site was designated by Royal Decree No. NS/RKT/0406/183 dated April 13, 2006, and divided into three zones: Zone 1, the core zone, with a total area of ​​157.7 hectares; Zone 2, the buffer zone, with a total area of ​​2,642.5 hectares; and Zone 3, the satellite zone, with a total area of ​​2,828.9 hectares. In 2011, the Preah Vihear Temple site was revised by Royal Decree No. NS/RKT/0811/752 dated August 10, 2011, with a total area of ​​48,018 hectares.

Koh Ker Temple was designated by Royal Decree No. NS/RKT/0504/070 dated May 5, 2004 and amended by Royal Decree No. NS/RKT/1120/1288 dated November 27, 2020, with a total area of ​​8,789 hectares 43 ares, with Zone 1 as the core zone with an area of ​​1,187 hectares 61 ares, Zone 2 as the buffer zone with an area of ​​3,523 hectares 77 ares, and Zone 3 as the satellite zone with an area of ​​4,078 hectares 5 ares.
